JESTER Group provides the resources and structure to mitigate an active shooter incident by outlining the general duties and responsibilities of the client, law enforcement, and emergency responders. An interagency response plan coordinates the response, recovery, and communications protocols. Joint planning, training, and understanding across disciplines are required to more effectively reduce chaos and confusion during the initial response to an active shooter incident.
